The Targeted Populations Committee is a subgroup of the Local Workforce Development Board chaired by Mr. Ryan Barnhart.

Under WIOA Law, there are fourteen defined barriers of employment. These include low-income, individuals with disabilities, Veterans, homelessness, justice involved or ex-offenders, individuals from the foster care system, and English Language learners.

The Targeted Populations Committee focuses on Veterans, justice involved, and individuals with disabilities.

The Targeted Populations Committee serves the following purposes:

• To scout community leaders and organizations that have a sole purpose of providing services for our targeted populations;

• Carrying out other duties, as authorized by the chairperson of the Local Board.
