UCHRA Continues Mentorship Efforts, Reinforcing the Importance of Regional Workforce Support

For many families across the Upper Cumberland, building financial stability involves more than finding a job. Access to career guidance, connections to community resources, and support in navigating opportunities for advancement can make a meaningful difference. As the Upper Cumberland Human Resource Agency (UCHRA) works to sustain its Empower Upper Cumberland mentorship efforts beyond the program’s original grant funding, the initiative highlights the importance of connecting workforce development with long-term family success.

Launched in 2022 through a $25 million Tennessee TANF Opportunity Act grant, Empower Upper Cumberland has served more than 900 families across the region’s 14 counties. The initiative brought together regional organizations to help families overcome barriers to financial stability through individualized mentorship, employment guidance, and connections to resources. As the original pilot funding concludes, UCHRA is transitioning mentorship into services offered through its existing county offices. A $1 million state extension beginning in November will support the transition while the agency pursues additional funding.

The program’s experience demonstrates that career advancement does not always require returning to school or earning another credential. Some families may benefit most from identifying better employment opportunities, understanding workplace expectations, or determining how a raise could affect their eligibility for public assistance. These challenges, sometimes described as the benefits cliff, can make it difficult for working families to move toward greater financial independence.

UCHRA Executive Director Mark Farley has emphasized that relationships, knowledge, and mentorship have been among the program’s most valuable contributions. However, integrating mentorship into existing county services may limit the number of families served because of staffing capacity. The transition reflects an effort to preserve the most effective elements of the initiative while seeking sustainable ways to continue the work.

Workforce Connections has been one of the regional partners involved in Empower Upper Cumberland, alongside organizations including the Upper Cumberland Development District, Tennessee Tech University, WCTE, and other community partners. This collaboration reflects a shared understanding that a stronger regional workforce depends on more than filling vacancies. Residents also need access to career pathways, training opportunities, and resources that support advancement over time.

Workforce Connections continues to support the region through employer services, workforce training resources, and connections between job seekers and employment opportunities. Its incumbent worker training initiative, for example, helps eligible businesses invest in employees’ skills and career development.

As Empower Upper Cumberland moves into its next phase, its legacy underscores the value of regional collaboration. By helping residents navigate barriers, develop skills, and pursue better opportunities, community partners can contribute to a workforce that is stronger, more resilient, and better positioned for long-term success.
